Ms. Zahara Oubre

Zahara Oubre leads the Aviation Safety Program and joined mba in January 2020.  In her role as the Director of Aviation Safety Programs, Ms. Oubre is responsible for developing and managing the Operations Safety Audit Review (OSAR) program, UASi program, and other Safety audit activities.  In addition to being an auditor for fixed-wing and rotary-wing aircraft, Ms. Oubre is also the Project Lead for JumpseatSMS and was responsible for designing all process flows for JumpseatSMS. Ms. Oubre has held various safety and quality roles in different airlines and has been managing Safety Assurance services for the Oil and Gas sector for the past five years.

Prior to joining mba, Ms. Oubre worked with Hong Kong Express Airways where she managed the airline’s Quality Management System, which included maintaining its IATA Operational Safety Audit (IOSA) accreditation.  Ms. Oubre was also responsible for the Crisis Management Program at Hong Kong Express Airways, ensuring the airline’s Emergency Response Plan met regulatory requirements, including training and family assistance, and working with the Hong Kong International Airport to exercise the airline’s Emergency Response Plan.  Ms. Oubre has over 15 years of experience in aviation and has held various safety and quality roles in airlines including Jetstar Airways and Bahrain Air.

Ms. Oubre is experienced in the development of a Safety Management System (SMS) and Quality Management System (QMS) with IOSA Auditor qualifications, as well as SMS, QMS, and Security Management System (SeMS) qualifications in aviation.  Ms. Oubre holds a Bachelor of Engineering degree in Electronics and Communications from ACIT, Bangalore, and a Master of Science degree focused on Air Safety Management from City University London. Ms. Oubre is also an active ISASI member.
